International City/County Management Association


The International City/County Management Association advances professional management in local governments through their core activities: advocacy, annual conference, ethics training and survey research. The approximately 9,000 individual members are primarily chief executives in local governments. These members impact nearly 185 million citizens.

The council-manager form of government is essential to ICMA. In this form of government, an elected body appoints a professional manager to administer the day-to-day activities of a local government.


ICMA -- originally called the City Managers' Association -- was founded in 1914. It adopted its first code of ethis in 1924. By 1989 the organization had diversified its membership to include county government managers, so it updated its name to its current form. In 2005 it began using the ICMA acronym.
